    In the industry, this is laughably referred to as “double wood”! The old pole has communication lines on it that need to be transferred over to the new pole, but the communication companies like phone and cable won’t send a truck out to do it because they would have to pay for it out of their own pockets! The communication companies have rights to the old pole, so the power company can’t remove it!

    Easy. The pole is owned by the electric company. They moved the pole and *their* wires. Its up to the telecoms companies to move their own wires. And now, the telecom companies are likely solely responsible for the care and replacement of the old pole until they move their wires to the new pole. Electric companies lease space on poles to telecom companies all the time. Even radio tower owners lease space on their towers to all kinds of people. There are more than a few local to me that have amateur radio equipment on towers.
