Only the person who swallows or takes the first bite a split second faster gets the Devil Fruit powers, while the other person gets nothing. This exact scenario happens in the official One Piece Novel A when Portgas D. Ace and Masked Deuce split the Mera Mera no Mi (Flame-Flame Fruit) in half and eat it together.
